Dear Christchurch City Council,
Please provide a copy of your policy on pre-employment drug testing. Please also advise how much you have spent on pre-employment drug testing by year for the last five years, the number of positive tests each year, including a breakdown for each year of the substances the positive tests relate to, the total number of positive tests by employees in the top three tiers, and the number of employees whose employment ended as a result of a positive pre-employment drug test.
Please also advise the number of employees who refused a test and the number who were exempted from testing and the reasons why.

I refer to your official information request we received on 30 July 2020
requesting the following:
Please provide a copy of your policy on pre-employment drug testing.
Please also advise how much you have spent on pre-employment drug testing
by year for the last five years, the number of positive tests each year,
including a breakdown for each year of the substances the positive tests
relate to, the total number of positive tests by employees in the top
three tiers, and the number of employees whose employment ended as a
result of a positive pre-employment drug test.
Please also advise the number of employees who refused a test and the
number who were exempted from testing and the reasons why.
Council Response
The Council does not undertake pre-employment drug testing and therefore
does not have a pre-employment drug testing policy.
Whilst the Council acknowledges the seriousness, commitment and approach
that the construction and other safety-sensitive industries have taken to
adopt drug policies, the Council has approached management of this risk
through proactive leadership and people management practices. We have
focused on a programme of early identification and intervention of misuse,
manifesting itself in behaviour and performance changes, which would then
be managed through our disciplinary processes. However we do require all
the new employees to undergo a pre-employment health assessment which is
based on the physical activities and environment of the role.
Therefore we have decided to refuse your request under the following
section of the LGOIMA - 17(e) – the information requested does not exist
or cannot be found.
You have the right to request the Ombudsman to review this decision.
