In a previous request by another FYI user for information on entertainment by accounting or legal consultancies, you noted that the council keeps a gift register, holding information on all gifts and entertainment received from outside entities, and that each business submits a monthly return to it. I would like to request the following information under the LGOIMA:
* A copy of that register for the last six months.
I would prefer to receive an electronic response. Queries about this request will be automatically forwarded to me by the fyi.org.nz website.

Thank you for your email to the Issues Resolution Office received on 22 January 2014 in which you enquired about the progress of you request for information relating to the Council gift register for the last six months (June 2013 - November 2013).
Unfortunately, your initial request was missed and as such was not logged and progressed. Please accept my apologies for this oversight.
I have now logged your request and will progress it as soon as practicably possible. Your reference number is : IRO-3884.
Given the volume of information requested I am unable to scan this and provide it electronically. As such, if you could provide a physical address for the delivery or could make an appointment to collect the information from the Council reception at 101 Wakefield Street it would be much appreciated.
In addition, it would also be appreciated if you could clarify whether or not you require copies of all 'nil returns' to the register.
Under the Ministry of Justice Charging Guidelines the Council would normally make a charge for the collation and copying of this volume of information. However, given the oversight , any such charge will be waived in respect of your request.

Firstly, I don't need nil returns. That should hopefully limit the required information significantly.
Secondly, as stated, I would prefer an electronic response; I used the FYI platform precisely so that response would be public on the web. "Volume of information" is not a credible reason to refuse an electronic response in the modern age. Its no harder to scan than photocopy (in many cases, its the same device, just a different button), and no harder to print to PDF than to hardcopy. If you really want to claim that hitting one button rather than another would "impair efficient administration", I'm quite happy to take it to the Ombudsman and see what they think about it. I will do the same with any attempt to charge for the release of this information. The Ombudsman has previously identified a strong public interest in the release of gift information, and I think this would have a strong influence on their decision.
Finally, and as a general note: if you released this information proactively at regular intervals, then you would no longer have to worry about LGOIMA requests for it. Just a thought.
