Section 14 of the Official Information Act requires that agencies must transfer requests within 10 working days of receiving them, unless the timeframe is extended under section 15A. The Department of Corrections should not have waited 59 working days for your approval before transferring your request.

It also seems unusual that Corrections suggested transferring your request to Immigration New Zealand, but instead seems to have transferred it to the Ministry of Business, Innovation, and Employment.

You have the option of complaining to the Office of the Ombudsman about this unlawful delay by Corrections, though of course now that you have received a response to your request this wouldn't speed anything up.
