Pullman Hotel and the Stamford Plaza Hotel as Covid-19 Managed Isolation
Facilities:

1. all internal rules, guidelines and processes followed for selecting the
above-named hotels as Managed Isolation Facilities.

2. all communications with the above-named hotels relating to their use as
Managed Isolation Facilities, including but not limited to their health
and safety plans.

3. any enquires and complaints you received with regards to health and
safety of using the above-named hotels as Covid-19 Managed Isolation
Facilities, and your responses to these enquires and complaints."

The Ministry's reference number for your request is: H202005025.

As required under the Official Information Act 1982, the Ministry will
endeavour to respond to your request no later than 31 July 2020, being 20
working days after the day your request was received.  

If we are unable to respond to your request within this time frame, we
will notify you of an extension of that time frame.

Kia ora Kiat Bazin,

The Ministry has interpreted your request as all communications with the
above-named hotels relating to their use as Managed Isolation Facilities,
including but not limited to their health and safety plan as you have not
specified that you are seeking correspondence between the Ministry and the
two hotels ( the Pullman Hotel and the Stamford Plaza Hotel) being used as
Managed Isolation facilities. The Ministry has obligations under the Act
to transfer a request to another agency in accordance with section 14, if
the request is more connected with the functions of that agency. As such,
the Ministry stands by its decision to transfer your request to DPMC. You
have the right under section 28(3) of the Act, to ask the Ombudsman to
review the Ministry's decision to transfer your request.

Ref: H202005025

Thank you for your letter dated 15 July 2020 acknowledging that you have
transferred my request to DPMC.

I write to clarify that item 2 in my request referred to all communication
between the Ministry of Health and the two hotels relating to their use as
Managed Isolation Facilities. This includes but not limited to all emails,
letters, reports, memorandums and their attachments.

I expect the above information to be held within the Ministry of Health,
rather than DPMC. Therefore I continue to ask you to provide me with the
above information I requested on 3 July 2020, or to confirm such
information does not exist within the Ministry of Health.
Please note that as this is not a new OIA request, I would appreciate it
if you could supply me with the information within the statutory period
from the date of the original request.
