Thank you for your request, received on 25 May 2020, for the following
information under the Official Information Act 1982 (the Act):

I request all correspondence, advice, and documents relating to the
selection and development of Tiro Whetu. I also request all,
correspondence, advice and documents relating to the consideration and/or
development of alternative websites or platforms to Tiro Whetu.

Tiro Whetu is a new online careers system which will support learners and
workers throughout their lifetime to plan and manage their careers. Tiro
Whetū is a multi-phase project and will be delivered over the next four
years by the Tertiary Education Commission (TEC). We are currently in the
planning phase of the project.

Tiro Whetu has replaced a workstream called Managed Accessible Pathways
System (MAPS). The MAPS workstream had been in progress since 2018. The
TEC has published information on our website about MAPS including papers
to the Minister of Education and the Registrations of Interest (ROI) and
the Request for Proposals (RFP). The links to these papers can be found
below:

As the TEC communicates with multiple organisations including tertiary
education organisations, other government agencies and members of the
public, through a range of channels including email, letter and phone
calls. Searching through all of these communications would involve
substantial collation and research. The TEC is considering refusing your
request as providing you the information requested may involve substantial
collation and research. However if you were to refine the request, the TEC
may be able to provide you with some information. You could consider
refining the request to be for specific time period or to a type of
communication (for example emails, board papers or briefing) to or from a
specific person or group (i.e the Minister, Chief Executive, Senior
Leadership Team or the TEC’s Board). Please let me know if you would like
to refine the request by 11 June 2020.

If you need any further assistance to refine your request you can contact
me using the phone number or email addresses below.

You have the right to seek an investigation and review by the Ombudsman of
this decision. Information about how to make a complaint is available at
www.ombudsman.parliament.nz or freephone 0800 802 602.
