Thank you for your request, received on 25 May 2020, for the following information under the
Official Information Act 1982 (the Act):
I request all correspondence, advice, and documents relating to the selection and
development of Tiro Whetu. I also request all, correspondence, advice and documents
relating to the consideration and/or development of alternative websites or platforms to
Tiro Whetu.
As advised in an email of 8 June 2020 from Hugh McIlraith, Team Leader of Ministerial Services, your
current request would require the Tertiary Education Commission (TEC) to undertake substantial
collation and research for all communications on Tiro Whetu and on the previous work stream called
Managed Accessible Pathways System. Therefore, I am refusing your request under sections 18(f)
that the information requested cannot be made available without substantial collation or research
and this would unreasonably interfere with the TEC operations.
However, if you are to make a new request the TEC may be able to responded if the request for
information is refined this could be for example a specific time period or to a type of communication
(for example emails, board papers or briefings) to or from a specific person or group (i.e the Minister,
Chief Executive, Senior Leadership Team or the TEC’s Board).
You have the right to seek an investigation and review by the Ombudsman of this decision.
