Dear Government Communications Security Bureau,

Under the Official Information Act 1982, I request the following information:
1. Five Eyes UAP Intelligence Holdings
Any communications, briefing documents, assessments, or intelligence reports shared between the GCSB and Five Eyes (FVEY) partner agencies — including but not limited to the US NSA, ODNI, or Department of War — relating to Unidentified Anomalous Phenomena (UAP) or Unidentified Flying Objects (UFO), from January 2020 to present.
2. FVEY UAP Caucus Working Group
Any GCSB materials, correspondence, or intelligence reports arising from or relating to the Five Eyes Inaugural UAP Caucus Working Group meeting held at the Pentagon on 24 May 2023, including any follow-up communications or data-sharing arrangements established as a result. Note: the New Zealand Defence Force has confirmed in writing (OIA-2024-5215, Brigadier GA Motley, Chief of Staff HQNZDF, December 2024) that classified US UAP intelligence from this specific briefing was provided to the New Zealand government under s6(b)(i) of the OIA. The GCSB, as NZ's primary signals intelligence and Five Eyes liaison agency, is identified as a likely conduit or recipient of that same intelligence.
3. war.gov/PURSUE Releases
On 8 May and 22 May 2026, the US Department of War released formerly classified UAP records under its PURSUE program (accessible at war.gov/ufo). I request any communications between the GCSB and US intelligence partners regarding these specific declassified materials — specifically whether NZ was notified in advance, consulted during the declassification process, or provided with unredacted versions of any released documents.
4. Existence Confirmation
If the GCSB holds any materials provided in confidence by US partners relating to UAP that cannot be disclosed under s6(a) or s6(b)(i) of the OIA, I request confirmation of the existence of such materials without disclosure of their content, in accordance with s28 of the OIA. I note that the US Department of War has since begun publicly declassifying UAP records under its PURSUE program (war.gov/ufo, releases of 8 May and 22 May 2026). Where the originating government has itself released information publicly, I submit that the basis for withholding under s6(b)(i) may no longer apply, and I request the GCSB consider this in its assessment.
5. Internal Policy
Any internal GCSB policy, guidance, or directive regarding the handling, classification, or referral of UAP-related intelligence received from FVEY partners.
If any part of this request is refused, please provide the specific grounds for refusal under s18 or s6 of the OIA as applicable, and confirm the existence of any withheld documents under s28. I would appreciate confirmation of receipt and an estimated timeframe for response within the statutory 20 working days.
