Innovation and Employment (the Ministry) requesting the following
information under the Official Information Act 1982 (the Act):

 

Can you please provide any official or quasi-official documents on
weathertightness ("leaky buildings") between 1985 and 2005?

 

In particular, documents that address building trades workmanship
quality/training, the use of untreated timber in buildings, and cladding
materials in the market.

 

Given your request covers a large timeframe and a range of documents, it
is likely the Ministry will refuse your request under section 18(f) of the
Act because the information requested cannot be made available without
substantial collation or research, unless you can narrow your request. The
Ministry invites you to narrow or clarify your request. 

 

Furthermore, explaining why you need the information can help the Ministry
to better service your request. For example, if you are seeking key
documents that led to the Building Act 2004, the Ministry can provide you
with the following documents:

 

·         2002 Hunn report into Weathertightness to BIA

o   There are two parts to the report

·         2002 Ministry of Economic Development discussion paper on
changes to the Building Act, any summary of submissions doc

·         Cabinet papers that led to the Building Bill 2003

·         Building Bill 2003, select committee submissions, Building Act
2004

Dear *OIA,

Thank you for your response. The Hunn report and the select committee report would be useful. It will not be necessary to provide select committee submissions.

I am specifically looking for reports, consultation documents, or working documents in relation to any of the Building Acts or Building Amendment Acts between 1985 and 2005. Especially, if the Building Industry Authority of the Department produced any reports or consultation documents in relation to Weathertightness.

By way of background, I have accumulated the Hansards of the Building Acts 1991 and 2003, Building Amendment Acts 1992, 1993, 1996, 2002, 2003, and 2005.

I have the 1980 report 'Cost Impact of New Zealand Standards' By Helen Tippett which inspired two reports 'Review of planning and building controls' and 'Reform of Building Controls'. These do not need to be provided.
