However, on 22/11/2019 I consulted the Department of Corrections and they advised they hold this information. Thank you for providing the information requested.

I appreciate that examining the files of all people on home detention for specific advice on the proportion of people who are being monitored for crimes committed to feed drug habits, would be excessive.

Based on media reports, it seems likely that some records related to the commitment of crimes in order to feed drug habits exists.

Please advise what is the official estimate of the proportion of crimes which are committed in order to support drug habits?

The Department of Corrections does not have an ‘official estimate’ of the
proportion of crimes which are committed in order to support drug habits.
Therefore, your request is declined under section 18(e) of the OIA, as the
information requested does not exist.

 

Please note that the Department of Corrections does not investigate or
prosecute crimes. Corrections’ role is to manage people, both in prison
and in the community, in accordance with the conditions of sentences and
orders imposed by the Courts and the New Zealand Parole Board.

Dear Miles,

I refer to your Official Information Act (OIA) request to the Ministry of
Justice dated 21 November in which the following part was transferred to
New Zealand Police:

What percentage of crimes in New Zealand are meth related?

The Police [1]National Recording Standard (NRS) does not require
recording of whether or not methamphetamine was a contributing factor in
criminal incidents. Consequently your request is refused because the
information requested is not collected and therefore statistics are not
held by Police. [Refer OIA section 18(g).]  

 

However, the table below shows the number of proceedings against offenders
for various methamphetamine/amphetamine related offences and the
percentage of total proceedings against offenders for
methamphetamine/amphetamine related offences.

A proceeding counts each separate occasion when Police deal with an
alleged offender for one or more offences. The above table presents counts
of all proceedings involving at least one methamphetamine/amphetamine
related offence.

 

Proceedings for official statistics are usually classified according to
the most serious offence that the offender is dealt with on that occasion.
This offence might not be the methamphetamine/amphetamine related offence.
Please note therefore that these figures may differ to figures published
elsewhere.
