Dear Mr Stratford
Thank you for your recent request for information under the OIA.
As you are no doubt aware, the Office of the Prime Minister’s Chief
Science Advisor has transitioned as of July 1^st to Professor Juliet
Gerrard. We recognise that Professor Gerrard herself is not in a position
to respond to your request, having not been involved in the development of
the Report.
However, Sir Peter is not the office holder. For this reason, as we work
through the transitional files, we will need to extend the usual time
limits on your request in accordance with section 15A(1)(b) to determine
whether a transfer to the appropriate department as information holder is
required.
We will do our best to provide a response as soon as possible, but
appreciate your understanding of the current transitional situation.

Dear Office of the PM's Chief Science Advisor,
Thank you for your advice. I am happy to change this to be specific to Professors Sir Peter Gluckman, such that the delay is not required. If it is better that I submit an additional request on this basis, please let me know.
I understand that Anne Bardsley still works at the Office of the PMCSA. As such, I imagine that there will be no requirement to extend the time limit on those requests?

Dear Mr Stratford
In response to your request under the Official Information Act; please
note the attached correspondence between our Office and the office of
Minister Twyford.
As per our previous correspondence, please note that we had no interaction
with Russell Brown at all, and only a brief skype call with Ross Bell and
Kali Mercier (NZ Drug Foundation) on 29 March after most of the research
had been done. No notes were taken, it was merely a stakeholder engagement
conversation to understand their perspective.
You have already been sent all correspondence between our office and Dr
Nick Kim.
Interactions within our office (i.e. discussions between Dr Anne Bardsley
and the Chief Science Advisor) are not subject to OIA.

Dear Office of the PM's Chief Science Advisor,
Thank you for this advice. I understand that only communications which are of a personal nature between Anne Bardsley and Peter Gluckman are exempt for OIA disclosure. Those that include reference to the preparation of the PMCSA Meth Report should be disclosed as per the request.
In the opinion of the PMCSA Office, which sections of the Act make these communications exempt? We can then share these with the Ombudsman and have that office make a determination.

Minister Twyford would have received the draft indirectly via the Ministry of Business, Innovation and Employment, in accordance with the MOU.
The draft was sent on 6th April, and is attached.
No comments were received from Minister Twyford's office.
