Dear Housing New Zealand Corporation,

Please provide the following information under the Official Information Act:

1/ Details of the policy associated with financial compensation (including replacement of personal possessions) and re-housing where there was no suspicion of the tenant being involved in meth related behaviour but meth residues were found in the property which exceeded the acceptable levels of meth in either the 2010 Ministry of Health Guidelines or the 2017 NZS8510.

2/ In the last five years, on a year by year basis, how many tenants have received financial compensation (including replacement of personal possessions) and re-housing where there was no suspicion of the tenant being involved in meth related behaviour but meth residues were found in the property which exceeded the acceptable levels of meth in either the 2010 Ministry of Health Guidelines or the 2017 NZS8510?

3/ In the last five years, on a year by year basis, what was the total cost of financially compensating these tenants, including replacement of personal possessions and re-housing where there was no suspicion of the tenant being involved in meth related behaviour but meth residues were found in the property which exceeded the acceptable levels of meth in either the 2010 Ministry of Health Guidelines or the 2017 NZS8510?

So far my life and my kids life have never been the same since been evicted from our state house in 2016 we were once living a normal structured life and now two of my four sons have been put under CYFS care I myself am homeless where I was once a houseproud solo dad with a excellent job we were told a test was too be done but couldn't see the test being done a week later a hnz manager said I had to be out in 7 days because the house was contaminated with Meth when I asked to see the results I was told no I could not afford to move all our belongings out in the 7 days given so we lost all our possession's and the locks were changed . I was told I could not reapply for another year for a house which pretty much blacklisted me from also getting a rental property as disclosing that would of been a rejection on any application $2000-3000 is laughable when I look at all me and my kids have been through we have not recovered but at least I am not a tenant evicted now became of Meth testing just hurry up and put us back together again in a family house

Thank you for your advice. You have noted that no compensation was paid to people who were moved out of properties contaminated by meth residues who remained eligible for an HNZ property. Rather reasonable costs related to the move into a new house were considered and paid on a case by case basis.

Given this, please provide the following information under the OIA

1/ In the last five years, on a year by year basis, how many tenants
were moved out of an HNZ property and remained eligible for another HNZ home?

2/ In the last five years, on a year by year basis, what was the total of the reasonable costs associated with the move to the new HNZ property paid by HNZ to tenants?

3/ Of the amounts paid under 2, on a year by year basis, what was the total of the reasonable costs associated with the move to the new HNZ property paid by HNZ to tenants that related to replacement of furniture and personal items?

This letter is further to your Official Information Act request of 17
October 2018, in which you made the following request:

 

‘1/ In the last five years, on a year by year basis, how many tenants were
moved out of an HNZ property and remained eligible for another HNZ home?

 

2/  In the last five years, on a year by year basis, what was the total of
the reasonable costs associated with the move to the new HNZ property paid
by HNZ to tenants?

 

3/ Of the amounts paid under 2, on a year by year basis, what was the
total of the reasonable costs associated with the move to the new HNZ
property paid by HNZ to tenants that related to replacement of furniture
and personal items?’

 

Housing New Zealand notes that your request is subsequent to an earlier
response to you, regarding information about tenancy relocation costs as
the result of a positive methamphetamine contamination test result. The
Official Information Act 1982 (the Act) requires that Housing New Zealand
advise you of our decision on your request no later than 20 working days
after the day we received your request. Unfortunately, it will not be
possible to meet that time limit. We are therefore writing to notify you
of an extension of the time to make our decision, under section 15(1)(b)
of the Act as ‘consultations necessary to make a decision on your request
are such that a proper response cannot reasonably be made within the
original time limit’.

 

Accordingly, you can expect a response by 7 December 2018. You have the
right to seek an investigation and review by the Ombudsman of this
decision. Information about how to make a complaint is available at
[1]www.ombudsman.parliament.nz or by calling freephone 0800 802 602.
