Support for HNZ tenants with drug use issues

Dear Housing New Zealand Corporation,
a recent newspaper article relating to this Tenancy Tribunal (https://forms.justice.govt.nz/search/Doc...) identified that a tenant had been compensated for living in a meth affected property, where on the balance of probabilities they were responsible for the contamination.
The article identified that they have been rehoused in another Housing New Zealand property.
Unless drug related behaviour is addressed, the inevitable outcome of housing a drug user, is more contaminated property.
Where tenants are identified as being involved with drug use and/or manufacture, what support services does Housing New Zealand require tenants to engage with?
What is the success rate of these support services when it comes to people stopping the use of drugs in Housing New Zealand property?
What steps does Housing New Zealand take to maintain the health and safety of employees and contractors who enter property where there is likely to be drug related behaviour occurring?
