Dear Wellington City Council,
Please consider this a request under the Official Information Act.
I'd like to request a list of land banked properties in Wellington–both vacant lots as well as any unused or vacant buildings. If these records are available I'd like to also request the address, size of the property, RV, annual rates, name of the person/s or company listed on the title, any contact details, and the period it has been vacant for (if a building).

I don't think there is any answer for this. An owner may not be developing a property for any number of reasons. How would you demonstrate that the owner is doing it for speculative reasons? I suspect you can't.
