Reuse of Addington Junction site to reinstate eastward facing track

Addington Junction was originally built and used until 1993 with the curve that faced to the east, allowing all northbound passenger trains to travel directly between the old Christchurch central city station and stations on the Main North Line. In 1993 when the passenger station was moved to its new site at Addington and the Christchurch rail yards closed the curve was replaced with the current one facing to the west to allow trains to travel directly from Middleton instead.
If there is ever a reinstatement of a central city passenger rail terminal in the future, the junction would need to be altered to have a curve facing east added to the existing junction arrangement. Due to reuse of the previous corridor including the Blenheim Road overbridge it would appear to be impractical to reinstate the exact route of the original curve without significant expense.
However it appears it could be possible to fit a tight radius curve (approx 120 metres) by going across the Turners Auctions site and this would not require any alterations to the overbridge.
A political candidate in the Christchurch local elections has claimed there is a covenant on the Turners Auctions site title(s) placed by Kiwirail to enable the site to be taken back in future should there be a requirement to reinstate the curve. Please advise if any such arrangement exists, or anything similar such as the land being retained in KRL ownership and currently leased to Turners.
