Resource consents for combustion discharges
Alex Harris made this Official Information request to West Coast Regional Council
The request was partially successful.
From: Alex Harris
Dear West Coast Regional Council,
The West Coast Regional Council controls discharges of contaminants from fuel-burning equipment under Rules 9, 14 and 16 of the Regional Air Quality Plan. Rule 9 makes small scale burning a permitted activity if it complies with conditions (otherwise it is discretionary and requires a consent). Rule 14 makes mid-scale fuel burning (up to 50MW for natural gas and 10MW for coal) a controlled activity, meaning a resource consent is automatically granted if conditions are met. Rule 16 makes anything that does not fit within the above rules a discretionary activity. I would like to request the following information under the LGOIMA:
* a list of all the resource consents in force for discharges from fuel-burning equipment under Rules 9, 14 or 16. For each consent I would like the date of issue, date of expiry, the fuel source for the combustion, and the power in kW or MW (if known) or maximum combustion rate (e.g. in tonnes per hour, if known).
(I understand that permitted activities under Rule 9 will not have a consent at all. If this request will result in substantial collation and research, I am happy to discuss whether Rule 9 consents should be included).
I would prefer to receive an electronic response. Queries about this request will be automatically forwarded to me by the fyi.org.nz website.
Yours faithfully,
Alex Harris
