Dear Porirua City Council,

I noted that Dileepa Fonseka wrote an article that featured on stuff.co.nz titled "Porirua city's credit card: The Wellington council that will keep borrowing until 2022". The article has raised several questions.

Transmission Gully.
Is the council liable for a penalty payment related to Transmission Gully?
The article claims this payout will be between $600k and $1M. Is this range correct? Who within the Porirua City Council would have had this information? If this information was not offically released, has the PCC established who released the information. If it has been established please provide details of who released this information.

What if any actions did Cr Baker take when she thought the consent process was going very slow?
Why does Cr Baker believe that the 'department' had been restructured, but the CEO denied the restructure was because of this. Is there a breakdown in working relationships between Cr Baker and the PCC CEO?

Titahi Bay
Has confidential information regarding the purchase of property in Titahi Bay been leaked?
Who within the Porirua City Council would have had access to this information?
Has the CEO commenced any activity to determine if any staff have leaked this information?
Has the leak of information compromised commercial negotiations. Will PCC suffer financially because of this loss
