This is a request for information and documentation as covered by the Local Government Official Information and Meetings Act 1987 and/or the Official Information Act 1982.
These questions relate to the "Support Unit” mentioned on page 14 of the "2025-26-Annual-Plan-Digital-Final" document. It has been allocated $9.6 million in operating
expenditure for 2025/26 Annual Plan.
1. Can we have a copy of the documents outlining the scope and/or role of the "Support Unit” ?
2. When was the "Support Unit” created as a category on HCC's operating
expenditure?
3. Can we have a copy of the 2025-2026 itemised budget for the "Support Unit”?
4. How many staff, and FTE, are assigned to the Support Unit” for each of the 2024-2025 and 2025-2026 years?

Our response:
1. Can we have a copy of the documents outlining the scope and/or role of
the "Support Unit” ?
Support Units are functional areas within Council responsible for managing
business processes and staff involved in the delivery of services such as
water, community services, strategy, capital planning, maintenance, and
the delivery of infrastructure. These units primarily cover labour costs
associated with maintaining and repairing the water infrastructure
network, as well as additional operational costs—such as fleet
expenses—related to the Water Maintenance Delivery team.
2. When was the "Support Unit” created as a category on HCC's operating
expenditure?
Council has operated with distinct Support Unit cost centres for many
years to manage its business and operational functions. Historically,
these costs were included within Activities such as Water, Wastewater,
Stormwater, Transport, Community Services, and Parks, reflecting the
personnel and resources required to run these activities.
3. Can we have a copy of the 2025-2026 itemised budget for the "Support
Unit”?
