New Zealand Police Manual of Best Practice

Dear New Zealand Police,

There are numerous mentions in various resources to a document known as the 'Police Manual' or the 'New Zealand Police Manual of Best Practice'. I presume these are the same things. I would like to request under the Official Information Act:

* a copy of the Police Manual ( or the 'Manual of Best Practice'). According to the information available online there appears to be some ambiguity as to whether there is one Police Manual, or multiple Police Manuals, divided up by subject matter. If it is the latter, consider this a request for each Police Manual.

I would prefer that if any withholding provisions applied that partial deletions took place instead of the whole document being withheld. I note that some chapters of the manual appear to already be available online, (http://www.ppdvp.org.nz/wp-content/media...) so I presume that the whole document will not be withheld.

In the event that my request is large enough to trigger a s18(f) decline, I would like to request the names of the chapters within the Police Manual so that I can identify which chapters I wish to focus my request on. I would also be happy to do this if the manual is extraordinarily big and would take up a whole lot of processing time.

I refer to your e-mailed Official information Act request of 5 October
2012.

 

The manual you request is called the “Police manual”. The manual is not a
hard copy publication instead it is an electronic database containing
numerous individual chapters of police policy. As per the options for
release detailed in your e-mail I have attached a list of all of the
chapters in the manual and two other types of policy, General
instructions, and Commissioners circulars.

 

Once you have identified what chapters you would like a copy of, please
advise me directly and I will identify what can be released to you.

 

I need to advise you at this stage that if the request is large, a fee may
be imposed as a person will need to taken from other duties to down load
onto a disk each policy as release will be by way of cd disk and
additionally, each policy you request will require review (reading
content) to identify what can and cannot be released. Dependant on the
size of your request this could be very time consuming. If there is to be
a fee I will advise you of the estimated cost and payment may be requested
before the work commences. If the request is reasonable there is likely to
be no fee. Please note that while we have released to you a list of all
the policy topic names, the content of some will not be released and some
would be released with deletions.  

 

As the information will be released via a password accessed disk, I will
need an address for that to be sent to you.

Thank you very much for your very informative reply - I'm rather surprised by the volume and depth of the different manuals available. I'm particularly grateful that you've included a list of general instructions and Commissioner circulars too, as my original request could be interpretted strictly as to not include these documents, but they're definitely included in what I'm looking for.

I'm not trying to be difficult, but I was wondering however why the chapters would have to be delivered via password protected disk. Is the concern around confidentiality, or just around the size of the relevant data? If the documents are to be password protected, will the password to access the documents be supplied at the same time the data is? (some agencies in the UK have attempted to subvert their Freedom of Information Act by 'supplying' the relevant documents in a password protected archive, and then not giving the password).

I can assure you that the password will be supplied to you when the disk is posted. I will send the password to you via e-mail.

If you have an issue with the password protection then I will not apply one. The intention is merely to protect the integrity of the contents of the disk should someone else access it.
