The claim that the mere list of names of EQC's Reinsurers is commercially sensitive is ridiculous on every level.

You will almost certainly need to take the lack of response to the Ombudsmen. EQC seem to be incapable of fulfilling their obligations under the OIA. They've acknowledged as such:
"From 16 February 2012 until 17 July this year, EQC received an additional 1229 requests. Our current completion rate is somewhere between 50 and 70 per week."
When questioned directly about the delays they had this to say:
"You are right that having a large number of requests is not a legal reason to extend a response. It is, however, an explanation for why EQC is experiencing delays in meeting the statutory timeframe provided by the Act."
EQC's lackadaisical attitude to the OIA is borne out in the appalling number of complaints about them taken to the Ombudsmen. In the year up to 30/06/12 200 complaints were filed about EQC with the Ombudsmen and another 180 enquiries were made. It's beyond belief that the inability for an organisation to follow the rules isn't getting any attention.
