Dear Canterbury Earthquake Recovery Authority,

Minister Brownlee has stated the reason for the April 2013 evacuation deadline is the cost of keeping the infrastructure running. I have two questions:
1. What is the cost per month of keeping the infrastructure running over the entire residential red zone?
2. What is the cost per month of keeping the infrastructure running in the area bounded by New Brighton Road, Stour Drive, Brooker Ave, Kingsbridge Drive, Corserland Street and Brooker Ave?

Dear Mr Smith,

In response to your request, please see answers below to your two
questions.

1. What is the cost per month of keeping the infrastructure running over
the entire residential red zone?
The cost of providing roading, water, wastewater, rubbish collection and
stormwater services was $15,021 per property for a 21 month period to
the end of May 2012.

2. What is the cost per month of keeping the infrastructure running in
the area bounded by New Brighton Road, Stour Drive, Brooker Ave,
Kingsbridge Drive, Corserland Street and Brooker Ave?
Our information is sectored into infrastructure catchment areas within
the Red Zones. For the area requested, our borders are Red Zone
properties within Bower Avenue through to Stour Drive between New
Brighton Road and Travis Road. Average cost for the 21 month period to
May 2012 was $21,489 per property for this catchment area.

Dear Parfitt, Jane,

Perhaps I didn’t word my request clearly enough. I want the on-going costs, not the historical costs. I’m assuming much of the latter would have been silt removal. So, can you please provide me with the costs to keep the red zone infrastructure running for the last 3 months for:
1. The entire red zone
2. The area bounded by New Brighton Road, Stour Drive, Brooker Ave, Kingsbridge Drive, Corserland Street and Brooker Ave

I’m only interested in unscheduled repairs to the infrastructure (e.g. burst pipes), not scheduled services like rubbish collection.

To clarify why I’m asking for this information, Minister Brownlee has said that allowing residents to remain in the red zone was unfair to other rate payers because of the cost of keeping the infrastructure running. I’ve seen little evidence of any maintenance being carried out in the Brooker Ave / Kingsbridge Drive area. What’s more, any maintenance that has been carried out is likely to have been needed to keep the green zoned Kingsbridge Drive area operational.

Finally, the last response had an email from and to Doug Ollivier which has nothing to do with my request.
