Citizenship Ceremonies
Phil Lyth made this Official Information request to Department of Internal Affairs
The request was partially successful.
From: Phil Lyth
Dear Department of Internal Affairs,
I'd like to ask:
1. Does DIA or the Minister keep records regarding citizenship ceremonies conducted?
If yes, then
2. In the three months Jan - March 2012, please provide details of all citizenship ceremonies conducted other than by territorial local authorities (or the mayor/deputy mayor thereof).
3. Please include details for each of the date, the MP or other person conducting, the number of new citizens, and their names.
If no, then
4. Please provide with some particularly details of how DIA knows that citizenship requirements have been completed prior to, for example, a passport being issued for a new citizen.
In either case,
5. Please advise details of the number of citizenship applications approved by the Minister in 2011 where citizenship requirements have not been subsequently completed at a ceremony. Please include the numbers of adults and children in each such group, and the names.
Yours faithfully,
Phil Lyth

Dear Phil
I have been asked to clarify what information you require for your 5th
question, which was:
'Please advise details of the number of citizenship applications approved
by the Minister in 2011 where citizenship requirements have not been
subsequently completed at a
ceremony. Please include the numbers of adults and children in each such
group, and the names'.
Can you please advise if you require:
a) the details of people whose applications were approved in 2011 but did
not attend a citizenship ceremony (therefore the approvals lapsed); or
b) the details of people whose applications were approved in 2011 who did
not meet the requirements for the grant of citizenship at the time they
attended the ceremony; or
c) something else?
Yours sincerely

Jane
Thanks for your response to my OIA request via the FYI site. (I'd be
grateful if your substantive response if made by way of reply to the
originating email.)
To clarify:
- it is my understanding that all grants of citizenship are conditional on
an oath of allegiance (or affirmation) - s11 of the Citizenship Act
- and that in general this occurs at a public ceremony conducted by a
local authority?
- and that sometimes an MP or other person is authorised to conduct the
ceremony and administer the oath/affirmation for one or a few persons, eg a
family group
So in my q4, I am asking how DIA knows that the oath/affirmation has been
administered and the ceremony completed? Does the person conducting sign a
certificate which is then returned to DIA? Or does something else happen?
I'm available on 027 68 68 645 if you need more detail. (But not Wed
9.10am - 12.30pm)
