I am interested in information regarding the success rate of applications for firearm licences, and for firearm licence endorsements.

Please release the following information for the years 2015-2019, broken down by year, by police district, and by successful and failed applications:

1. The number of applications for each type of firearm licence…
1(a) where the applicant has not previously held this type of licence.
1(b) where the applicant has previously held this type of licence (i.e. applying for a renewal, or their licence had expired).

2. The number of applications for each type of firearm licence endorsement….
2(a) where the applicant has not previously held this type of licence endorsement.
2(b) where the applicant has previously held this type of licence endorsement (i.e. applying for a renewal, or their licence had expired).

Please also explain any relevant caveats that should be kept in mind when analysing this information.

I understand that some applications (particularly those made in 2019) may not yet have been fully completed, and therefore would not qualify as either successful or as failed. If the number of these applications is easy to include, I would be happy for it to be included. However, if it makes this request easier to process, I would also be happy for these applications to be excluded.

Please provide this information in a machine-readable spreadsheet format, such as CSV or XLSX.

As I'm sure you're aware, the deadline for submissions on the Arms (Prohibited Firearms, Magazines, and Parts) Amendment Bill is 6pm tomorrow (2019-04-04). Though the legal deadline for this OIA request is not until the 2019-04-12, I asked on 2019-03-24 that this request be treated as urgent in light of that short window for submissions.

Assuming you're not able to send the response now, could you please confirm for me whether or not I should expect to receive a response to this request prior to the deadline tomorrow? If I can, how much time can I expect to have between receiving the response and the 6pm deadline for submissions?

It is almost certain that we will not have our response to you today. Our firearms people are working very hard on these, but the volume has been almost overwhelming. We do acknowledge that this is especially inconvenient for people like yourself who are wanting to make submissions based on solid information.

The response to this request was due nearly a month ago now.

I understand that NZ Police have been having trouble in the wake of the March 15 attacks regarding upholding their legal responsibilities regarding responses to OIA requests, which is why the law has been broken regarding this request.

However, despite this long delay I have not been given any indication of when I can expect a response. Please let me know how much longer I should expect to wait.

The spreadsheet provided has no columns for refused re-applications for D licences, or refused applications for V licences. This omission isn't explained in the response letter, but I think it's reasonable to assume this means there were no such refusals.
