Mark Hanna made this Official Information request to New Zealand Police

Response to this request is delayed. By law, New Zealand Police should normally have responded promptly and by (details and exceptions)

From: Mark Hanna

Tēnā koutou,

I am interested in information regarding the success rate of applications for firearm licences, and for firearm licence endorsements.

Please release the following information for the years 2015-2019, broken down by year, by police district, and by successful and failed applications:

1. The number of applications for each type of firearm licence…
1(a) where the applicant has not previously held this type of licence.
1(b) where the applicant has previously held this type of licence (i.e. applying for a renewal, or their licence had expired).

2. The number of applications for each type of firearm licence endorsement….
2(a) where the applicant has not previously held this type of licence endorsement.
2(b) where the applicant has previously held this type of licence endorsement (i.e. applying for a renewal, or their licence had expired).

Please also explain any relevant caveats that should be kept in mind when analysing this information.

I understand that some applications (particularly those made in 2019) may not yet have been fully completed, and therefore would not qualify as either successful or as failed. If the number of these applications is easy to include, I would be happy for it to be included. However, if it makes this request easier to process, I would also be happy for these applications to be excluded.

Please provide this information in a machine-readable spreadsheet format, such as CSV or XLSX.

If any part of my request is unclear, please don't hesitate to contact me.

If any of the information that I have requested is unavailable or would be difficult to retrieve, but similar information might be readily available, I would be happy to discuss altering or refining my request.

Ngā mihi,
Mark Hanna

Tēnā koe,

I would like to be able to use the information I have requested to help inform a submission on gun law reform. However, as you will be aware, the Prime Minister has announced that there will only be a very short window during which submissions will be accepted. In light of this, I ask that this request be treated as urgent.

Ngā mihi,
Mark Hanna

Good morning

NZ Police has received a large number of OIA requests regarding firearms since 15 March. We are working on these as a matter of priority as we are aware that many people want information to make good, fact-based submissions on any changes to our firearms legislation.

Warm regards

Renée

Tēnā koe,

As I'm sure you're aware, the deadline for submissions on the Arms (Prohibited Firearms, Magazines, and Parts) Amendment Bill is 6pm tomorrow (2019-04-04). Though the legal deadline for this OIA request is not until the 2019-04-12, I asked on 2019-03-24 that this request be treated as urgent in light of that short window for submissions.

Assuming you're not able to send the response now, could you please confirm for me whether or not I should expect to receive a response to this request prior to the deadline tomorrow? If I can, how much time can I expect to have between receiving the response and the 6pm deadline for submissions?

Ngā mihi,
Mark Hanna

Good morning

It is almost certain that we will not have our response to you today. Our firearms people are working very hard on these, but the volume has been almost overwhelming. We do acknowledge that this is especially inconvenient for people like yourself who are wanting to make submissions based on solid information.

Below is the link to the proactive release of the Arms Act 1983 Reforms Cabinet Paper and associated documents. There may be something there that can help you with your submission.

And this story by RNZ links to some data that is similar to what you are looking for.

We have also put some previous OIA responses to firearms questions on the website.

I am sorry I am not able to be more helpful.

Warm regards

Kia ora Renee,

Thanks a lot for that, I really appreciate you including those links.

Considering that it's almost certain you won't be able to send a response to my request today, I don't think Police need to consider it as urgent anymore.

Mark Hanna

Tēnā koe,

A response to this request was due no later than the 12th of April, which has now passed. I have not received any notification of an extension of that due date. Can you please confirm for me when I can expect to receive a response to this request?
