From: Malcolm Lock
Dear Ministerial Services,
Evening,
Thanks for the prompt reply, although the information supplied is very interesting it however does not cover of the request.
The request was for teenagers, from the age of 13 through to 19 years and 364 days of age, we can excluded teenagers younger than 16 years of age as they are ineligible to apply for a firearm's licence. Therefore that leaves an age group of 16 years of age to 19 years and 364 days of age that fit this category, the data supplied can not be analyzed by age to extract those who are teenagers that fall into this category.
If this data is not available, or has not been supplied to anyone as per the original request, the police can simply reply to my request, declining the request, as the information is not held by the police. Other than that I would still be expecting the information to be supplied as requested, within the original timeframe.
Yours sincerely,
Malcolm Lock

Kia ora Malcolm
In your request dated 19 January 2025 (reference IR-01-25-2910) you asked: "Police have provided data which shows that people who obtain a firearms licence as teenagers are more likely to commit crimes than their unvetted peers" Please supply the information that has been supplied to Gun Control New Zealand, or any member of Gun Control New Zealand that is known by the New Zealand police, for which they make this claim. If Gun Control New Zealand or any known member of Gun Control New Zealand did not request this information, then please provide the information that Gun Control New Zealand is referring to."
This has been responded to as fully as possible. To reiterate, Te Tari Pūreke - Firearms Safety Authority is not responsible for comments made by Gun Control NZ and cannot comment on their interpretation of data, or what data they have used to support their statements.
Your follow up email dated 8 February 2025 suggests you could be interested in data related to firearms licence holders in a specific age band (16 years to 19 years), although it is unclear what specifically you are requesting with regard to this cohort and noting that no mention of this cohort was made in your original request of 19 January 2025.
Te Tari Pūreke is happy to consider this new request for information but asks that you provide due particularity with regard to the information you are requesting. As noted in the Office of the Ombudsman's 'Making official information requests - A guide for requesters' [August 2019] (see page 12): "A request that lacks due particularity will not be valid and the requirements of the OIA and/or LGOIMA will not apply.

The original request was delivered to the Police mail server 2025-01-19 17:54 which responded '250 ok: Message 12059578 accepted'. This is the received time within the meaning of the OIA, regardless of what a downstream system at the agency (e.g. spam protection) may have done.
