Dear Department of Corrections,

I am interested in the operation of the prisoner incentive framework. For the 2017/18 financial year can you please tell me:

* the total number of hours of activity undertaken at each payment level (including the sick or unable to work rate and the refused work or removed from work rate), if possible, broken down by the type of activity (e.g. how many hours at each payment level for employment, education, and rehabilitation respectively)
* the total money paid to prisoners under the framework
* the revenue earned by the Department from prisoner employment and other activities undertaken under the framework.

Thank you Michelle. Can you please tell me who is being consulted, on what matters, and how it was determined that this required triple the normal amount of time for an OIA request. If you are unable to provide a satisfactory explanation of why three months is required to provide basic financial information I will raise this with the Ombudsman.

Dear Info@Corrections,

Thank you for your response to my request. Part 1 of the request explicitly requested the amount paid at the sick and unable to work rate, and the refused work or removed from work rate. As these are not included in the table provided can you confirm that no hours have been paid at this rate for these weeks. If hours have been paid at this rate can you provide this information or state the reason for withholding.
As this request is already extremely overdue and the matter is already with the Ombudsman I would appreciate a rapid response so that this request can be closed.

Dear Mr Russell

 

The number of hours paid at the sick and unable to work rate is not
recorded separately from the unemployment rate, therefore it is not
possible to report on the number of prisoners or hours paid for these
reasons. Temporary absences from work for sickness are to be paid at the
prisoner's usual employed rate, and would be recorded as such. Therefore
this part of your request is declined as the information requested does
not exist.

 

For the four random weeks of data provided, there was no one recorded as
refused to work.

 

In regard to your further query about education, please note that
prisoners receiving the incentive allowance for attending education
programmes are recorded under the ‘Reintegration’ category in the table
provided. Therefore, the information that you request does not currently
exist in a form that can be readily supplied to you, and would require
initiation of a project to extract, analyse and present the data in the
form requested.

Some of these numbers don't appear to add up.

It's unfortunate that Corrections chose to release this information in an inaccessible format, as an image-based PDF. I have transcribed the table describing the number of hours worked at each rate for four random weeks during 2018 into a spreadsheet, to calculate the amount paid and the average pay level.

According to my calculations based on the information provided in that table, over those four random weeks prisoners were paid a total of $66,896.60. Scaling this up from four weeks to a year, that would mean prisoners are paid somewhere on the order of $872,044.96 per year.

However, this is less than 20% of the $4,541,050 that Corrections says prisoners were paid under the PCI in the 2017/18 financial year.
