Dear Department of Corrections,
In the explanatory note to the Corrections Amendment Bill you state that "although it is recognised that single-cell accommodation can be preferable, research has shown that cell sharing is acceptable if properly managed". I seek all research referred to in this statement and any other research the Department has considered in reaching the conclusion in the statement.
Given that the Justice Select Committee is currently calling for submissions on the Bill I ask that this request be treated as urgent.

Can you please tell me the names of any agencies being consulted, the reasons for consultation, the time given for them to respond to this matter, and any other relevant material used to reach the conclusion that consultation is required and that this necessitates a 20 day extension.

Dear Info@Corrections,
Thank you for providing this material. The Official Information Act requires that when withholding information under s9(2)(ba)(i) you must weigh the reason for withholding against "other considerations which render it desirable, in the public interest, to make that information available" (s9(1)). Given the substantial public interest in informed debate on legislative proposals and in ensuring prisoners are treated with humanity and with respect for the inherent dignity of the person can you confirm that you still wish to retain the Northland Regional Corrections Facility Double-Bunking Review in its entirety.
To avoid any potential confusion please note that this question only relates to information withheld under s9(2)(ba)(i), not material withheld "as it contains security information relating to prison infrastructure".
If I have not received an adequate response by 6 June I will raise this with the Ombudsman as a potential breach of of the Official Information Act, in addition to the other matters already raised with the Ombudsman in relation to this request.
