Health target in absolute term (2012 - 2017)

Dear Ministry of Health,

By accessing the website: https://www.health.govt.nz/new-zealand-h..., I found the performance of each DHB against the targets set. However, it seems that only the relative figures are shown (in percentage) and there have been no sources of data on plan and actual for each target.

Please kindly provide me the plan and actual number in absolute term for each target at each DHB from 2012 to 2017. For example, when calculating the achievement in "Better help for smokers to quit", the target in 2013 for Auckland DHB was 200 smokers; the actual number of people quit smoking was 180, then the performance in this target was 90%.

I found the performance of each DHB against the targets set. However, it
seems that only the relative figures are shown (in percentage) and there
have been no sources of data on plan and actual for each target.

Please kindly provide me the plan and actual number in absolute term for
each target at each DHB from 2012 to 2017. For example, when calculating
the achievement in "Better help for smokers to quit", the target in 2013

As required under the Act we will endeavour to respond to your request no
later than 6 December 2018, being 20 working days after the day your
request was received.  

If we are unable to respond to your request within this time frame, we
will notify you of an extension of that time frame.

Are you able to define the term 'planned' vs 'actual'. Did you  mean
numerator and denominator?

Please note that any clarification or amendment of a request is considered
to be a new request for the purpose of calculating the maximum statutory
timeframe for response - see section 15(1AA) of the Official Information
Act.

Thank you very much for your dedicated help and quick response.
Basing on your data on performance of the national targets over the period from 2013 to 2016, I found that in comparison with 2014, the number of elective surgery dramatically increases in 2015 (from 167,104 to 200,323; almost 20%).
If possible, could you please provide me the causes for this surge?
