Police has previously released other operational orders that deal with maintaining public order at large scale events. It seems odd that this particular order is being withheld in full, without any consideration of a partial release.
The public interest considerations don't apply if a Section 6 withholding is being relied on, so it does look as though the decision maker may need some assistance in re-examining this request.
