The information you are seeking in questions 2, 3 and 4 of your request
relating to the average sentence for all offenders who have been convicted
and sentenced for their first, second and third eligible offence under the
sentencing and parole reform act 2010 is not held by Police and is more
closely connected with the activities of the Ministry of Justice.

 

I am therefore transferring your request to the Ministry of Justice
pursuant to section 14 of the Official Information Act 1982.

Dear Lance

 

I have been asked to let you know that Police requires an extension of
time in which to respond to your request for “breakdown of all recorded
offences between 2000 and 2018 by each individual offence as listed in the
crimes act and broken down by year.” This extension is pursuant to section
15A(1) of the Official Information Act 1982, because the request
necessitates consultations such that a proper response to the request
cannot reasonably be made within the original time limit.

                                                                                           

Police require until 26 September 2018 to provide a substantive response
to your request. 

 

You have the right to ask the Office of the Ombudsman to review this

Police replaced theOfficial Statistics on ‘recorded offences’ with a new
statistical series based on ‘crime victimisations’ in mid-2014. These
statistics are not comparable.

 

A report describingthe change in crime statistics, and a method for
monitoring crime trends across the transition from the old to new

Thank you for the reply to my request.

Unfortunately this information is not in line with what was requested.

The request was

‘….a list or breakdownof all recorded offences between 2000 and 2018 by
each individual offence as listed in the crimes act and broken down by
year…’

What has been provided is victimisation statistics which are readily available elsewhere and is insufficient to meet my request or for the research purpose for which they are intended. This is concerning considering the extension response that was sent by your department is intended for situations where additional time is genuinely required to provide information for complicated or in depth requests, yet in this situation this does not appear to be the case.

I additionally note that you acknowledge that data based on crime statistics and data based on victimisations are not comparable, this is also something I am aware of and is the reason why I requested the data in the above format.

Can this please be actioned at the soonest possible time, if data based on the crimes act specifically is impractical then data based on ANZSOC classifications will be sufficient. Please ensure the data is broken down by calendar year and not fiscal year.

Thank you for your email dated 19 September 2019 advising us that the
information provided did not align with what you requested.

 

We do apologise for the misunderstanding and for any inconvenience caused.

 

For your convenience, we have extracted the historical data available on
the Statistics New Zealand website and attached the table containing the
number of recorded offences under the Crimes Act 1961 broken down by
offence group for the calendar years 2000 to 2014. 

 

In addition to the above old crime statistics (recorded offences), we have
attached a table containing the new crime statistics or recorded crime
victimisations for offences under the Crimes Act 1961 broken down by
offence group for the calendar years 2015 to 2017, and January to June
2018.

 

Note as mentioned previously the old statistics (recorded offences) are
not comparable to the new statistics (recorded crime victimisations).

 

Furthermore, as the system that recorded the old statistics has been
decommissioned, it is no longer possible to count and report beyond 2014
according to the old statistics. These old statistics were replaced with a
new statistic (recorded crime victimisations) that provides a more
accurate picture of crime in New Zealand.
