This latest response is a result of my complaint to the Ombudsman (who dealt with it well). The Terms of Reference for the Defence Capability Framework have been signed by the Minister of Defence. All they had to do was send them. No reason for withholding them provided. It's back to the Ombudsman.

This was transferred from NZDF to Ministry of Defence without letting me know. However, the response came back within the required time. I don't believe that this answer is a serious attempt at responding to my request. For instance, the Minister of Defence has publicly stated he will announce the result in the second half of this year. Parliament rises on 13 December so there's a date to work to. I have referred this to the Ombudsman.
