Dear Tom,
As originally stated in my request, I am a New Zealand Citizen at the time of making this request which is enough to satisfy the requirements of Section 12 of the Act:
Any person, being—
(a) a New Zealand citizen; or
(b) a permanent resident of New Zealand; or
(c) a person who is in New Zealand; or
(d) a body corporate which is incorporated in New Zealand; or
(e) a body corporate which is incorporated outside New Zealand but which has a place of business in New Zealand,—
may request a department or Minister of the Crown or organisation to make available to him or it any specified official information.
If you intend to decline the OIA on this basis, please provide the relevant section of the Act which enables you to do so. I note that Section 18 would not generally provide for this.

The following response is provided under the Official Information Act 1982
Originair have never held an Air Operator Certificate (as distinct from
Origin Pacific, which was a fairly longstanding regional airline).
Therefore they have not been the subject of a safety investigation.
Originair are a ticketing/handling agent. They currently contract with
Air2there who provide an airline service and previously had a similar
relationship with Airfreight NZ.

Official Information Act 1982 (the Act) Request
I refer to your email of 15 June 2018 requesting information from the
Civil Aviation Authority (CAA) concerning the investigation into
Airfreight NZ whilst they conducted CAA Rules Part 125 Air Transport
operations under the trading name ‘OriginAir’.
Summary of investigation
In early 2016 the CAA conducted an audit of Air Freight NZ Ltd and their
part 125 Air Transport operation operating under the trading name
‘OriginAir’. Concerns with the arrangement between OriginAir and Air
Freight were identified and the Director of Civil Aviation exercised
administrative powers to rectify the situation in the interests of safety
and compliance with aviation legislation. The matter is now closed.
The CAA is withholding all other information in scope of your request for
the following reasons:
· To protect the privacy of natural persons, in accordance with
section 9(2)(a) of the Act;
· To protect information that if it were to be made available would
unreasonably prejudice the commercial position who is the subject of the
information, in accordance with section 9(2)(b)(ii) of the Act;
· To protect information which is subject to an obligation of
confidence and making the information available would be likely to
prejudice the future supply of similar information, in accordance with
section 9(2)(ba)(ii) of the Act.
You have the right to make a complaint to the Ombudsman to seek an

A complaint has been made with the Ombudsman as I believe the audit can be released with the personal information redacted. I also believe that as Originair are no longer contracting with Airfreight NZ, the commercial nature of the audit will not impact business for either company.
