On 19 March 2018 you requested the following information under the
Official Information Act 1982 (the Act):

2/ Peer Reviewers

3/ Branch Medical Advisors

 

ACC contracts the services of assessors and Peer Reviewers for a wide
range of assessments and peer reviews. We estimate the number of providers
who conduct assessments and peer review services to ACC to be over one
thousand.

 

Your request also raises privacy concerns. ACC is required to consult
affected third parties where a potential privacy impact could occur as a
result of official information being released. ACC has a responsibility to
balance privacy concerns against the public interest in being transparent
with official information when it is making decisions under the Act.

 

ACC is considering declining your request as it stands, due to substantial
collation or research. Even if we were to extend the time limits, or
impose a charge, for responding to your request, the time required and the
necessary diversion of resources may unreasonably interfere with ACC’s
operations. 

 

Therefore, we invite you to narrow the scope of your request. For example,
you could advise us the type of assessments you are interested in.

 

To assist you in refining your request, the following list shows some of
ACC’s Assessment Service Contracts:

•           Education Based Rehabilitation Assessment

•           Functional Capacity Evaluation

•           Housing Modification Assessment

•           Highly Specialised Transport for Independence Assessment

•           Impairment Assessment

•           Initial Occupational Assessment

•           Neuropsychological Assessment

•           Psychological Assessment

•           Support Needs Assessment

•           Social Rehabilitation Needs Assessment

•           Transport for Independence Assessment

•           Vocational Independence Occupational Assessment

•           Wheelchair and Seating Assessment

 

To further refine your request, you could identify if there is a
particular region, you are interested in, i.e. where the assessors you are
interested in are available for assessments.

 

Once ACC has received your response, we will acknowledge the request and
begin to consider our decision under the Act.

The 20 working days for making a decision on your request will begin from
the day we receive your response. If we do not hear from you by 29 March
2018, we will issue a decision on your original request.

Thank you for your refined request.
On investigation, we have identified that the number of assessors for the North Island, per your refined request, is still high (over 414).
If we filter the number to encompass only the specific North Island regions you indicated, this would still total 280 assessors, across the 6 service contracts.
ACC considers to fulfil your request as it stands, would still require substantial collation. In addition, our requirement to consult with each of the providers.
The time required and the necessary diversion of resources may still unreasonably interfere with ACC's operations.

We therefore invite you to further refine your request. We note that you are particularly interested in the Hawkes Bay region.
In that region there are a total of 27 providers in four of the service contracts you indicated -
• Initial Occupational Assessment - 8
• Neuropsychological Assessment - 5
• Psychological Assessment - 10
• Vocational Independence Occupational Assessment - 4

Another option you may wish to consider is to limit the number of service contracts and the regions.

Once ACC has received your response, we will begin to consider our decision under the Official Information Act 1982.
We will then advise you if an extension of time is necessary to fulfil your request.

If we do not hear from you by 27 April 2018, we will issue a decision on your latest request.
