Legal Requirements for the Census

Dear Statistics New Zealand,
What is the minimum legal requirement needed to have successfully complete obligations with regards to the NZ Census ? i.e. what forms and information is compulsory and what is optional?
Did the electronic version completed via the internet provide for meeting only the minimum legal requirements? if not why not ?
Why did this years FAQ, and information not provide an explanation of the minimum legal requirements ?
I rung the Census helpline and inquired about minimum legal requirements and was told that all forms were compulsory by law, when I asked what law the person was equivocal and unable to provide the information I required. Was this staff member correct , that all forms were compulsory and required to be filled out by law ? If so why does this differ from previous censuses ?
What are the exact provisions in law that require a person to:
A) Participate in a Census?
B) Provide a minimum amount of information?
C) Provide all requested information?
