At the outset, please allow me to apologise for the administrative
oversight.  I had assumed that the response had been sent to you on 24
November 2017 as the information had been approved for release at that
point.    This oversight had not been identified due to the high volume of
enquiries received over the past month.  I regret the inconvenience to you
as a result of this delay.
