Dear Ministry of Justice,
On the webpage...

... you provide the addresses of every premises in NZ that is licensed to sell alcohol. I am interested in the effect that the opening and closing of licensed premises (particularly bottle shops) has upon the socio-economic status of the surrounding area. Whilst the above link provides information as to when licensed premises opened it does not provide any information as to the closing of licensed premises.

As such, please could you provide the:
i. Premises Name & Address
ii. Date of expiry of most recent license
iii. Venue type (e.g. tavern, bottle shop, restaurant)
for all licensed premises that chose not to renew their licenses (i.e. shut down) between March 2013 and March 2017.

This looks a bit weird/fishy...

1) 2(6)(b) and 2(6)(e) are referring to http://www.legislation.govt.nz/act/publi...

Specifically:
"(b) in relation to its judicial functions, a tribunal"
"(e) a commission of inquiry or board of inquiry or court of inquiry or committee of inquiry appointed, pursuant to, and not by, any provision of an Act, to inquire into a specified matter"

A tribunal, including ARLA has non-judicial functions, part of that is keeping track of who they have registered. Additionally the Justice department would at least have some of the spreadsheets laying around from maintenance of the website.

It could be well worth asking the Ombudsman to have a look, and if you do so, also ask them to have a look at the timeliness of their response, a rejection under the grounds that the OIA doesn't apply should've taken much shorter than it did (in my opinion).
