Aeronautical charts are available online on the Aeronautical Information

Conditions the are applicable to Skydive Paradise
On 23 May you clarified your request as ‘any rules/conditions that apply
to that company specifically at the Glenorchy Airstrip’. Disclosure of the
conditions of an operation would be likely to unreasonably prejudice the
commercial position of the operator, therefore the CAA is withholding this
information pursuant to section 9(2)(b)(ii) of the Act.
Correspondence between Skydive Paradise and the CAA regarding a 2015
incident
The only correspondence between the CAA and Skydive Paradise was the
submission of an occurrence report, as is required by Part 12 of the Civil
Aviation Rules. The CAA has decided to withhold this occurrence report
pursuant to section 9(2)(ba)(i) as information is subject to an obligation
of confidence and making available the information would be likely to
prejudice the supply of similar information, and it is in the public
interest that such information should continue to be supplied.
The CAA did not investigate the occurrence and therefore did not note any
conclusions or recommendations; however the operator is required to
investigate under Part 12.

parachute landing area to be able to conduct commercial tandem skydive
operations.
Private and sport parachute operations have oversight from the New Zealand

the conditions of an operation would be likely to unreasonably prejudice
the commercial position of the operator, therefore the CAA is withholding
this information pursuant to section 9(2)(b)(ii) of the Act.
Correspondence between Skydive Paradise and the CAA regarding a 2015
incident
The only correspondence between the CAA and Skydive Paradise was the
submission of an occurrence report, as is required by Part 12 of the
Civil Aviation Rules. The CAA has decided to withhold this occurrence
report pursuant to section 9(2)(ba)(i) as information is subject to an
obligation of confidence and making available the information would be
likely to prejudice the supply of similar information, and it is in the
public interest that such information should continue to be supplied.
The CAA did not investigate the occurrence and therefore did not note any
conclusions or recommendations; however the operator is required to
investigate under Part 12.

parachute landing area to be able to conduct commercial tandem skydive
operations.
Private and sport parachute operations have oversight from the New
Zealand Parachute Industry Association and New Zealand Parachute

As shown in the AIP linked previously, the ‘Parachute Landing Area’ is the
Glenorchy Aerodrome.
As shown in the AIP linked in response to your initial request, the town
of Glenorchy is not in the Glenorchy Aerodrome. Google maps shows it
around 3km outside Glenorchy.
Therefore I believe that the information previously provided answers your
question.

Dear Tom Wheeler,
Hi Tom, in reference to Greg Baum's email to me that I referred you to on this site dated may 23rd, 2017.
Greg stated - "In a southerly wind, parachutes must exit the airplane over the area closer to the town to achieve a safe landing."
On the day of the 2015 incident, the wind was from the north-west direction, the predominant wind here.
Wind direction would appear to be of little consequence over the 3 kilometres of distance you referred to from Glenorchy to the airstrip, therefore there is no need for the sky divers to exit the plane so close to the town, let alone over it, which is often the case.
Greg also stated - "Our primary concern is for the parachutists, and the public on the ground."
Under the current circumstances, as the public's safety is being compromised,
( ie jumping over the town ) CAA is not following it's own guidelines.
Greg's last statement was - "Safety measures were put in place after the 2015 incident."
As these were not part of the investigation information, I would like to know what those safety measures were.
