By what process was the decision to gift the Suzanne Aubert Creche to The Queen made?

Dear Ministry for Culture and Heritage,

I understand that in 2016 the historic Suzanne Aubert Creche in the Pukeahu Park area was gifted to The Queen for her 90th birthday and renamed the QE2 Pukeahu Education Centre.

This seems very surprising to me that such an important Catholic historical building, which is likely to become a place of pilgrimage when Mother Aubert becomes a Saint, should be gifted to & named after the nominal head of the Church of England?

Can you please explain how this came to occur and was there any public consultation about this decision?
