No Exceptions Contract held by the Halberg Disability Sport Foundation

Dear Sport and Recreation New Zealand,
I am writing to request a copy of the "No Exceptions" contract between the Halberg Disability Sport Foundation and Sport NZ.
I represent New Zealand's largest member based Para Sport organisation, the Auckland Paraplegic and Physically Disabled Association (Parafed Auckland). Among my membership, and generally among all of those in the Para Sport Sector, there is confusion as to the role Halberg plays as a national leader, and what, if any, delegated authority they have to lead Para Sport in New Zealand.
We have approached the Foundation directly for this information, but received a reply that appears to have excluded a large majority of the contract details.
