Official Information Act 1982 Request

I refer to your request for official information dated 9/11/2016

The Civil Aviation Authority (CAA) is extending the time limit to answer
your request for the reasons outlined below. You can now expect a response
on or before 23 December 2016.

 

The CAA’s head office in Wellington has been closed due to necessary
structural repairs. This means that CAA staff have been displaced and
access to email and other facilities is limited. We will endeavour to
respond to your request as soon as we are able but please bear with us
until we are back at full capacity.

 

Your request requires review of documents and consultation by a number of
staff at the CAA. Your request has been extended because your request will
require further consultation across the CAA. According to section
15A(1)(b) of the Official Information Act 1982, the CAA may extend the
time limit in respect to an official information request if consultations
are necessary to make a decision on the request and are such that a proper
response to the request cannot be reasonably made within original time
limit.

Official Information Act 1982 (the Act) Request

I refer to your request for official information dated 9 November 2016
requesting a report commissioned by Aviation Security Service and produced
by Mr Murray French from 2014 and a report by Sergeant Toneycliffe on an
Explosive Detector Dog course from 2015.

Murray French report

Please find attached the report by Murray French as requested. Some
information from this report is being withheld in order to protect the
privacy of natural persons in accordance with section 9(2)(a) of the Act.

Sergeant Toneycliffe report

Please note that the report by Sergeant Toneycliffe is being withheld in
order to maintain the effective conduct of public affairs through the free
and frank expression of opinions by Aviation Security Service employees,
in accordance with section 9(2)(g)(i) of the Act.

Sergeant Toneycliffe’s report is the opinion of a single employee in order
to assist in evaluating a course for the purpose of increasing the quality
of future courses. If such a report was to be made public a free and frank
evaluation may not be given in the future.

We have considered if the reason to withhold is outweighed by public
interest considerations but are comfortable that in this instance it is
not.

You have the right to make a complaint to the Ombudsman to seek an
investigation and review of our decision to withhold information. The
