I am a final year law student at Auckland University. My dissertation topic is looking at the exclusion of non-imprisonable traffic offending by youth from the Youth Justice system (reference: Children, Young Persons, and Their Families Act 1989, s 272(3)(c)).

Your recently published statistical data set on road policing driver offending is of interest - Road Policing Driver Offence Data - January 2009 to March 2016 (published July 2016). I would like to request a sub-set of this data identifying the same statistics for youth 16 years and under and for 17 year olds (or the 17-19 year old band reported for other offending by the statistics department). The second age bracket is in consideration of the current discussion around raising the age of youth to those under 18 years of age.

Hi Fiona

 

I have been tasked with replying tour OIA request re traffic offending by
16 and under 17 yr olds.

 

You have requested data in connection with those offences statistics we
publish on the Police website.  This is a limited set of all traffic
offending and I was wondering if you would instead like the age data for
all traffic offending?

 

Also, what sort of breakdown of this data do you require  eg just annual
totals by age or something more detailed?

Hello Derek
Thank you for your reply, which refers.
The data I am after relates to non-imprisonable traffic offending by those 16 years and under and those who are 17 years of age. It would be very helpful to have all types of traffic offending, ideally categorised by your standard groupings - specific to the age brackets identified. I could then extrapolate the data relevant to my particular enquiry (s 272(1)(c), CYPF Act) - non-imprisonable offences. If you also had the data by ethnicity breakdown within these age groupings that would be ideal but I appreciate the data may not provide this with ease.

Hopefully this makes sense and is not too problematic. I really appreciate your assistance with this.

Hello Derek
Thank you for your further email. I had thought I had replied to your earlier one regarding the same query but perhaps it did not get through to you.

If I could have the data for all traffic offending within those age brackets that would be great thank you. If it could be broken down into the sub-category of offending (such as those that are imprisonable and those that are not - or whatever categories you divide them into). If you have the same data categorised by ethnicity this would also be helpful.

Hi Fiona

So it would seem you only want our Infringement offences, not our summons which results in court appearance. We can do this.
We can provide a breakdown of our infringements by our normal categories
Unfortunately we don’t have collect ethnicity on infringements.

Pursuant to section 15A of the Official Information Act 1982, I have been
asked to advise you of the requirement to extend the time limit to respond
to your requests. The period of the extension is until 8 September 2016.

 

The reason for the extension is that the time required to research and
collate the requested information is such that a proper response cannot
reasonably be made within the original time limit.

 

You have the right, under section 28(3) of the Official Information Act
1982, to ask the Ombudsman to investigate and review my decision to extend
the time limit for deciding upon your request.
