Dear Health New Zealand,
I am seeking information relating to the decision to register or participate in the Emergency Q app for the Middlemore Hospital Emergency Department.
In particular, I am looking for:
- A business case, proposal, briefing, report, or assessment prepared in relation to Emergency Q.
- Contracts, memoranda of understanding, agreements, or terms of engagement with Emergency Q.
- Information regarding costs, payments, funding arrangements, or financial commitments associated with Emergency Q.
- Privacy impact assessments, data-sharing agreements, or documentation describing the patient information pathway, including what data is collected, stored, shared, or accessed through the app, and how this is done.
- Internal correspondence (including emails and meeting minutes) discussing the consideration, approval, or implementation of Emergency Q.
- The date the decision was made to proceed with registration and the decision-maker(s) involved.

"I am seeking information relating to the decision to register or
participate in the Emergency Q app for the Middlemore Hospital Emergency
Department.

This email is to let you know that Health NZ needs more time to make a
decision on your request.
The OIA requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision, to 28 April 2026.
This extension is required because the consultations necessary to make a
decision on the request are such that a proper response cannot reasonably
be made within the original time limit.
