Dear Health New Zealand,

Under the Official Information Act 1982, I would like to request information regarding government contracts in the health IT sector, specifically focusing on:

1) Clinical Electronic Record Management: Systems used for storing, managing, and accessing patients’ electronic health records.
2) Employment Match Algorithms: Software or algorithms used to match healthcare professionals (e.g., junior doctors via ACE RMO) to job vacancies or placements within the health system.

I am primarily interested in the following hospitals:
- North Shore Hospital
- Auckland City Hospital
- Middlemore Hospital
- Whangarei Hospital

If you find that retrieving information for all four hospitals exceeds the scope under Section 18(f) of the OIA (on the grounds that the information cannot be made available without substantial collation or research), please limit the request to:
- Auckland City Hospital
- North Shore Hospital
- Middlemore Hospital

If that scope is still considered too large under Section 18(f), further limit the request to:
- Auckland City Hospital
- North Shore Hospital

Finally, if it is still too large, please limit the request only to:

2. Current Contracts (as of Wednesday, 5 February 2025)
A list of all ongoing government contracts related to the above-mentioned areas. For each ongoing contract, please include:

- The names of the vendors or contractors fulfilling the contract.
- The expected completion date.

3. Tender Applications
- The number of applications received for tenders related to the above contracts.
- A brief summary of the selection criteria used (if available).

4. Upcoming Tenders (Next 5 Years)
- Any information regarding upcoming tenders for clinical electronic record management or employment match algorithms anticipated within the next five years.
- Anticipated release dates (if known).
- Any relevant criteria for applicants (if available).

When referring to “employment match algorithms,” I am including software solutions or processes similar to the ACE RMO system used for junior doctor placements, or any equivalent platform where candidates are matched to roles via an algorithmic process.

I apologise for the delay in providing our response. As noted in our
tranche 1 response on 13 March 2025, we would address the remainder of
your request in a tranche 2 response. 

 

However, as it is currently worded and following processes of trying to
gather the relevant information, your request still requires a significant
amount of collation and consultation across Health New Zealand – Te Whatu
Ora (Health NZ) and would need to divert personnel from their core duties.
While projects to standardise data collection and reporting across
Aotearoa are underway at Health NZ, these will take time.  

 

In the interests of providing you with information in a timely manner,
would you consider amending or clarifying the scope of part of your
request?  

 

To assist you, we have provided examples of what would help us address
your request.  

 

 1. Shorter term request: A request limited to 2 years would be more
manageable

 2. Limit the category listed: The categories listed in the OIA request
are too broad to be able to answer with some degree of accuracy. The
categories also are crossing over between the MoH and Health NZ. Not
all contracts have been transferred to HNZ as the MoH contracts are
being transferred in tranche and this is still in process.

 3. Upcoming tenders for the next 5 years: this is impossible. Health NZ
cannot go to the market without a budget being approved. We do not
have a budget approved for projects for the next 5 years.

 4. Selection Criteria: The request also indicates to provide a summary of
the selection criteria used. Considering the extent of the request
this would be impossible to provide as Health NZ do not know the
criteria today. These are defined by the project team members for the
specific project and is customised to the project and according to the
level of maturity of the IT infratructure. For example, what is valid
for Auckland hospital district would be completely irrelevant for
Waikato or Lakes.

 

We appreciate you are under no obligation to amend your request, but
requests that require substantial collation may refused under section
18(f) of the OIA.  We want to work with you to avoid this and ensure we
are able to provide a response that best meets your needs.  

 

Please let us know as soon as possible (7 May 2025, the latest) whether
you are prepared to amend or clarify your request and, if so, how.
