Strike contingency plans

Dear Fire and Emergency New Zealand,
During the NZPFU Strikes, what are Fire and Emergency's plans around hazardous substances and aerial truck emergency response, given all Hazmat/command and aerial appliances are based in career stations with specialist trained crews and equipment that volunteers could not supplement, as they would not have the right level of training for these tasks?
Also, do operational managers who are operationally active and trained in the urban environment, such as group managers who were previously Station officers, crew trucks during the strike, so long as there was a crew of 4? If not, why not?
If managers respond in their own FENZ-provided response vehicles, do they carry any firefighting equipment that could be used in the early stages of a fire, so long as there are enough managers to undertake tasks safely or do qualified operational managers not participate in active fire and rescue operations?
