I am writing to request information under the Official Information Act 1982 regarding the NZBN Register and Companies Office database.

Information Requested:
Please provide a digital extract (CSV or Excel format) of all entities currently registered in the NZBN or Companies Office systems that hold a "Registration Number", "Body Corporate Number", or "Entity ID" beginning with "300" (e.g., 300000409).

Please provide a digital extract (CSV/JSON) of all entities with a Registration Number beginning with "300".

For each entity, strictly provide:

Entity Name (Legal).

Trading Name(s).

NZBN & Registration Number (300...).

Entity Type (e.g., Local Govt, Public Sector).

Status (e.g., Active/Inactive).

GST Number & Status.

BIC Code (Business Industry Classification).

Registered Address & Service Address.

Date of Registration.

Listed Officers/Directors (Full Names of any individuals linked to the record).

Refusal of DOIA-REQ-0027435 / Request for Internal Review

Dear James Betton and the MBIE OIA Team,

I am writing to request an internal review and reconsideration of your decision dated 27 February 2026 regarding DOIA-REQ-0027435, which refused my request under section 18(e) of the Official Information Act 1982.

Your refusal states that the requested document "does not exist." This suggests MBIE is treating my request as a demand for a pre-existing, static report. However, as the Ombudsman has consistently ruled in previous investigations regarding digital records, information contained within an agency’s database is considered "held" by that agency. Extracting data from an existing database using standard query tools is the retrieval of existing information, not the creation of a new document.

Additionally, your response notes that the "300" prefix is for system registration purposes and does not identify an entity type. While I appreciate that clarification, the functional purpose of the number does not exempt the records from being extracted. My request was for a list of entities that hold an identifier beginning with "300," regardless of how MBIE categorizes that identifier internally.

Given that your system clearly logs these identifiers - as evidenced by your ability to manually locate and provide the Far North District Council record - the data is held and retrievable. Extracting this dataset requires little more than a basic database parameter search, for example:

SELECT * FROM entities WHERE entity_id LIKE '300%'

Before escalating this matter to the Ombudsman regarding the improper application of section 18(e) to retrievable database records, I request that MBIE reconsider its position. Please run the necessary query and provide the complete digital extract. To facilitate a prompt resolution, I am happy to accept the dataset in whichever standard file format is easiest for your team to export.

Please advise within five working days if you will reverse this refusal and fulfill the request.

Your request was refused on the basis that there is no "300" series of
entity IDs that is used by the New Zealand Companies Office for any
administrative purposes.

 

Entity data is held across multiple registers/systems. It would help if we
could clarify what information you’re seeking.

 

You may be referencing public sector NZBN registrations, which have an ID
starting from 300000001. This only includes the entity types Central
Government, Local Government, Education, and Other Public Entity.

 

You can search for these entity types on the NZBN Register here -
[1]https://www.nzbn.govt.nz/mynzbn/search/. The entity ID is not publicly
available as it is the NZBN that is used to identify these entities. An
NZBN has been assigned automatically to public sector agencies for the
purposes of the New Zealand Business Number Act 2016 only.
