Wellington Water Limited
Good morning Mr Brown
Thank you for your request seeking information relating to contracts to
supply connectivity to Wellington Water sites and infrastructure. To
ensure we provide the information as accurately and efficiently as
possible, we would appreciate your clarification and refinement on a few
points:
1. Timeframe – Could you confirm the period you would like
covered?
2. Scope of assets – Your request mentions water meters,
sensors, pumping and treatment sites, and storage facilities. Please
confirm if this includes all operational assets or if you have specific
sites or asset types in mind.
3. Level of detail – Are you seeking all internal communications
(such as emails and Teams messages), or would a summary of key decisions
and documents meet your needs?
4. Network maps – Detailed communications network diagrams may
contain sensitive security information. Would high-level diagrams and
descriptions be acceptable?
5. Priority areas – If there are particular providers,
contracts, or asset classes of most interest, please let us know so we can
focus accordingly.
Providing clarification will help us process your request in accordance
with the Local Government Official Information and Meetings Act 1987
(LGOIMA) and avoid delays caused by substantial collation and research.
Please note that your request will not be considered received for the
purposes of the Act until we have your confirmation that we have correctly
understood it. Any clarification or amendment to a request is treated as a
new request for the purpose of calculating the maximum statutory timeframe
for response, as set out in section 13(7) of LGOIMA.
We appreciate your assistance and look forward to your response.
Regards
Leni

Dear Wellington Water,
Thank you for seeking clarification. Please find my refined request below:
1. Timeframe: Current contracts and arrangements as of December 2025, plus any contracts entered into or renewed within the last 3 years (2022-2025).
2. Scope of assets: All operational water and wastewater infrastructure that requires telecommunications/data connectivity for operational purposes, including but not limited to:
- SCADA systems at treatment plants and pumping stations
- Remote monitoring equipment at storage facilities
- Water meters with telemetry capability
- Sensors and IoT devices for network monitoring
I do not require information about office buildings or general IT infrastructure.
3. Level of detail - Internal communications: I do NOT seek internal emails or Teams messages. I seek:
- Copies of contracts or summaries of contractual arrangements with connectivity providers
- Service specifications (bandwidth, technology type, service levels)
- Annual expenditure on connectivity services by provider
- Contract terms including duration and renewal dates
4. Network maps/topology: I seek information sufficient to understand the general architecture and organisation of Wellington Water's operational communications network, such as:
- Network topology diagrams showing how sites connect (e.g., star topology to central hubs, mesh networks, point-to-point links)
- Whether sites connect directly to internet/providers or route through WW-controlled infrastructure
- Primary and backup connectivity paths for critical sites
- Geographic organisation (e.g., "Northern network served by Provider X, Southern by Provider Y")
- Technology types used for different site categories (e.g., "treatment plants: fibre, remote pump stations: 4G cellular, valley sites: point-to-point wireless")
I do NOT require:
- Specific IP addresses, VLANs, or network addressing schemes
- Equipment make/model or firmware versions
- Authentication credentials or security configurations
- Precise GPS coordinates or detailed site layouts
- Information that would facilitate unauthorised access
I am seeking to understand the logical organisation and resilience of the network, not technical specifications that would create security risks.
5. Priority areas: If providing complete information would be overly burdensome, please prioritise:
- Treatment plants and major pumping stations (highest priority)
- Remote sites currently served by wireless/satellite connectivity
- Any sites where connectivity arrangements changed in the last 3 years
I am seeking to understand what connectivity solutions Wellington Water uses for operational infrastructure, who provides them, and at what cost. This is public interest information about essential services infrastructure.
Yours sincerely,
Sam Brown
