Collective Employtment Agreement increases that were subsequently offereed to staff at Otago Polytechnic on Individual Employment Agreements

Dear New Zealand Institute of Skills and Technology,

I request the following information pursuant to the Official Information Act 1982:

1) For the period 1 January 2024 to 22 December 2025, the number of occasions on which salary increases and/or back pay arising from a Collective Employment Agreement (CEA) were subsequently offered or applied to staff employed by Otago Polytechnic | Te Pūkenga on Individual Employment Agreements (IEAs).
2) Where available, a breakdown of this information by calendar year.
3) Where available, a breakdown by staff category or employment group (for example, academic, professional, leadership).
4) Where the information is held, confirmation of whether such increases and/or back pay were applied automatically or on a discretionary basis to IEA staff.

The New Zealand Institute of Skills and Technology (NZIST) is now closed
for the Christmas/New Year holiday period. 
 
We reopen on 5 January 2026, and the team will be able to respond to
queries after that time.
 
From 1 January 2026, the following provider-based business divisions of
NZIST will become individual institutes of technology and polytechnic
(ITP) entities standing alone:

* Toi Ohomai Institute of Technology
* Waikato Institute of Technology (Wintec)
* Unitec Institute of Technology (Unitec) and Manukau Institute of
Technology (MIT)
* Otago Polytechnic
* Universal College of Learning (UCOL)
* The Open Polytechnic of New Zealand

From the same date, the following work-based business divisions of NZIST
will be managed by the newly established Industry Skills Boards (ISBs):

* HITO
* PrimaryITO
* Careerforce
* Competenz
* Connexis
* ServiceIQ
* EarnLearn

Notification of transfer regarding your request for information

 

Thank you for your email dated 22 December 2025, requesting information
from the New Zealand Institute of Skills and Technology (NZIST) under the
Official Information Act 1982 (OIA).

 

In July 2025, the Government announced ten individual institutes of
technology and polytechnic (ITP) entities would stand alone from 1 January
2026 with full responsibility for and ownership of the operations of the
former business divisions of NZIST.

The ten are listed in the Minister’s announcement of 14 July, at:

Each entity is now responsible for the information it holds, and each is
subject to the OIA as a separate entity from NZIST.

 

We consider the information to which your request relates to be more
closely connected with the functions of the newly established standalone
ITP – Otago Polytechnic.

Therefore, under section 14(b)(ii) of the OIA we have transferred your
request to Otago Polytechnic for direct response.

 

Otago Polytechnic will contact you directly in due course.

 

You have the right to make a complaint to the Ombudsman under section
28(3) of the OIA if you are not happy with this transfer.
