Dear Ministry of Education,

I request the school-level attendance data used to generate the "Every Day Matters" reports for every school in New Zealand for the two most recent available Terms

Primary Request:
A spreadsheet (CSV or Excel) containing the following fields for every individual school:

School ID and Name.
Attendance Category percentages: (Regular, Irregular, Moderate, Chronic).
Absence Reason breakdown percentages: (Unexplained/Trivial, Illness/Medical, Explained/Approved, Accepted/Unjustified, Holiday).
"On time to class" percentage.

Alternative Request (to avoid refusal):
If a specific dataset matching the exact fields above does not exist, please provide the underlying raw data set(s) used to populate the "Every Day Matters" reports.
I understand this data is held within your systems to auto-generate the PDF reports. I am requesting the source data feed for these reports.

Thank you for your email of 20 November 2025 to the Ministry of Education
(the Ministry) requesting school level attendance data as below.

 

Your request has been considered under the Official Information Act 1982
(the Act).

 

Schools provide attendance data to the Ministry on the basis that it is
not released publicly at an identifying school level. We consider it is in
the greater public interest that the Ministry maintains this level of
trust with schools to ensure the continued supply of similar information.

 

As a result, we are refusing your request under section 18(a) of the Act,
as by virtue of section 9(2)(ba)(ii) of the Act, there is good reason for
withholding the information to protect information which is subject to an
obligation of confidence, where the making available of the information
would be likely otherwise to damage the public interest.

 

As required under section 9(1) of the Act, we have considered the public
interest in releasing the information withheld. We do not consider that
the public interest considerations favouring the release of this
information are sufficient to outweigh the need to withhold it at this
time.

 

Please note that the Ministry regularly publishes school attendance data
broken down by region, gender, school type and ethnicity in a searchable
format on the Education Counts website here:
