Authority to emit cloud over New Zealand

Dear Environmental Protection Authority,
I have acquired full details of a Container Ship ANL WARRNAMBOOL sailing under the flag of Malta. Her length overall (LOA) is 262.08 meters and her width is 32.25 meters. This ship is emitting cloud sufficient to alter weather over regions of NZ. Currently the cloud it has produced is heading toward Southland and may extend upward from that point depending on air currents. Certainly at the rate it is emitting cloud and the fact it is heading to Tauranga port with a Reported ETA: 2025-11-18 18:00 (UTC+13) the cloud from this ship will affect other regions of New Zealand. Could you please tell me if you have given permission for this ship to alter weather in New Zealand and on what legal basis this ship is permitted to do so if this is the case?
I have full satellite evidence of the cloud and this has been correlated to this ship geolocated using ship tracking software.
