Dear James Hart,

I am writing concerning your OIA request of 10 November 2025. This email
is to advise that we will need to extend the time limit for responding to
you by four working days, to 12 December 2025. This is because the
consultations necessary to make a decision on your request are such that a
proper response cannot reasonably be made within the original time frame
(section 15A(1)(b) of the OIA refers).

However, if this process is completed before 12 December 2025, the
response will be sent to you as soon as possible.

If you have any questions, you can contact us by email at:
[1]DM‑[email address]. You have the right to seek an investigation and
review by the Ombudsman of this decision by contacting
[2]www.ombudsman.parliament.nz or freephone 0800 802 602.

From: James Hart

Dear Tom,

I refer to my Official Information Act request of 10 November 2025 and your email of 8 December advising that the response timeframe had been extended to 12 December 2025.

That extended statutory deadline has now passed, and I have not received a response or any further communication. The request is therefore overdue and currently in breach of the Official Information Act.

Please advise immediately when the decision on my request will be provided. If the response is not issued without further delay, I will have no option but to refer the matter to the Ombudsman for investigation.

I expect a substantive update as soon as possible.

Yours sincerely,

James Hart

Dear James Hart,

Thank you for your email. The Ministry apologises for the delay in providing you with our response.

We have a response ready, but our Americas Division has asked for clarification on the scope of your request. Could you confirm whether you are seeking:

1. Only communications between the Prime Minister of New Zealand and the US President since 2021, or
2. All working-level communications related to the Prime Minister and the US President, including arrangements for meetings since 2021?

If it is the first option, those records are held entirely by DPMC, and MFAT would not hold additional information. If it is the second option, MFAT may hold relevant communications.
Please let us know which option applies.

Thank you for your patience, and please be assured that we are treating this matter as a priority.

Ngaa mihi,
Tom

Dear Tom,

Thank you for your email and for explaining the reason for the delay.

To clarify, my request relates to working-level communications held by MFAT concerning the Prime Minister of New Zealand and the President of the United States since 2021, including correspondence, briefings, records of contact, and arrangements for meetings.

As this clarification is intended to assist processing of my original request, I understand it does not alter the statutory timeframe, and I would appreciate the response being provided as soon as practicable.

Kind regards,
James Hart
