Pursuant to the Official Information Act 1982, I request information relating to the murders of Urban Höglin and Heidi Paakkonen from 1989 to the present.
Cover Note / Explanation
I acknowledge that aspects of this investigation may remain sensitive. I have structured this request to assist Police in responding efficiently by focusing on records related to named individuals.
I understand that sections 6 and 9 of the Act allow withholding of material for privacy, law enforcement, or fair trial reasons. I request that where information cannot be released in full, reasonably separable portions be provided with appropriate redactions.
The purpose of this request is to better understand the historical record of this case and ensure information that can lawfully be released in the public interest is made available.

I acknowledge receipt of your information request below, received by
Police on 02/10/2025 including the two attached requests which relate and
we have combined into one request for considered response.
Your request reference number is 01-25-36244.
In its current form, it is likely that Police will have to refuse these
requests under section 18(f) of the OIA, as the information cannot be made
available without substantial collation or research. In accordance with
section 18B of the OIA, Police wishes to provide you the opportunity to
make your request in a form that would remove this reason for refusal.
The combined request consists of 48 named individuals, many of which are
complex and/or further broken down into subparts. Police would have to
interpret each part or subpart of your request individually, locate a
relevant workgroup to search for, retrieve, extract and assemble or
compile the requested information (where it exists), and then to read and
review the information and consult as required. Police is confident this
process constitutes substantial collation or research.
Section 18(f) applies to your request as a whole. Police is not required
to review each part of your request and consider whether providing the
requested information for that part would require substantial collation or
research.
Police is required under section 18A to consider whether fixing a charge
or extending the time limit would enable the request to be granted.
However, in this case, given the extent of the work required and resource
limitations neither of these options would prevent the request having a
significant and unreasonable impact on Police’s ability to carry out its
other operations. We are therefore consulting with you, in accordance with
section 18B of the OIA.
The information you provide will be deleted upon completion of your
request.
Pursuant to section 15(1) of the Official Information Act 1982, Police
have 20 working days to complete your request commencing from the day
after it was received. Working days do not include weekends or public
holidays.
Police are currently managing a large number of information requests. If
you are required to meet a specific court date or have another reason for
urgency, please notify us.
