Dear Mr. McCartney,
Under the Local Government Official Information and Meetings Act 1987 (LGOIMA), I formally request the following information from Horizons Regional Council (HRC), building on and clarifying previous requests that I believe remain only partially answered.
1. Background and Previous Correspondence
1.1 I have made repeated requests for details of all grants issued by HRC, and particularly HRC River Accord, particularly those related to fencing and planting.
1.2 On 19 October 2022, via FYI.org.nz, I explicitly requested details of all grants. not just some community grants.
1.3 In November 2022, Logan Brown responded with a partial list of community grants for that year.
1.4 I understand that some public monies may have been distributed as gifts or donations, and may not have been formally categorised as "grants."
1.5 On 16 August 2024, Jon Roygard stated that all grant information had been provided.
1.6 on 16 August 2024 Craig Grant, Group Manager Corporate and Governance, clarified that while I had received details of community grants, the information on riparian fencing and planting grants was held in a separate list.
1.7 I am now concerned that there is a lack of transparency on what grants have been awarded by HRC to whom and for what purpose.
2. Clarification on Previous Responses
2.1 The list provided by Logan Brown was partial and limited to selected community grants.
2.2 It excluded any grants or contributions related to riparian fencing and planting.
2.3 It remains unclear whether all public contributions—grants, gifts, donations, or ratepayer-funded support—have been disclosed in full.
2.4 I reiterate that my original and ongoing request is for all forms of financial support, regardless of how they are categorised.
3. Specific Information Requested
I now repeat and clarify my original request of 19 October 2022, and respectfully request that HRC provide the following details of all grants, gifts, donations, or public financial contributions issued under or through the Manawatū River Leaders’ Accord, including those specifically related to riparian fencing and planting, from inception to date:
3.1 Date awarded
3.2 Name of recipient or recipient organisation
3.3 Amount awarded or contributed (regardless of whether classified as a grant, gift, donation, or ratepayer-funded support)
3.4 Purpose of the award (e.g. fencing, planting, or both – as described in the original application)
3.5 Total funding pool available by year
3.6 Names of the awarding committee members for each year
4. Availability of the Separate List
4.1 As noted by Craig Grant, the riparian fencing and planting grants are recorded in a separate list.
4.2 If there is another awarding body with HRC that provides grants for fencing or plantings in the Manawatu,Tararua District( eg: Pahiatua,Danniverke Norsewood )or Wiarapa area please advise the details and provide the list for those areas.

4.3 Given the acknowledged existence of these lists and the public interest involved, I would expect this information to be readily available and provided at no charge.
